I suggest that the gel coat was not properly catalyzed. Another possibility is that it was contaminated. You should talk with the board manufacturer or a ‘glassing’ expert. I would sand the gel coat off and lay on a new layer of gel coat. You can get such products from auto repair shops or chemical supply houses. Spend some time in the library and learn about fiberglass and resin construction. Humidity and temperature may affect your project. Read all of the instructions.
