it was about a little girl with really long blonde hair. her and her dad had to move to earth because he was a freedom fighter- they lived in some alien place and they were bubbles of gas. the girl was really afraid of the wind.. her dad dated a lady from earth with two kids - they met when she was windsurfing and he thought she was dying or something haha

no one remembers this movie for some reason, although i remember i loved it.. but those are my only memories from it.
